What are some solutions to Egypt's living standards?

Besides the lack of government. Egypt has living problems including subsidized bread, water scarcity, and lack of employment. What are some solutions to better the Egyptian people in these categories. For example with the subsidized bread, the country regulates the pricing of bread. While they do keep it cheap, the bakers barely make any profit , and people are rushing to purchase it, and become dependent on it. Any suggestions would be welcome, this is for a school project. We've been working on it for a while and want to see different views to "solve" some of these problems.
